We have recently completed a pioneering commission to set up an Asbestos and Legionella Management programme for a regional government body. Their estate properties comprised of in excess of 60 separate sites across the county.
Legislation requires landlords to be responsible for the long term managed reduction of asbestos containing materials in their properties for the protection of employees and the public. Procedures need to be established to survey the building's fabric and develop a management strategy for the control and monitoring of work associated with identified asbestos materials. A long term strategy of removal, reduction or safe encapsulation of asbestos needs to be established.
The risk of the outbreak of Legionella needs to be fully assessed; this requires a full survey of the water services and supplies throughout the landlords' estate. Thereafter, control strategies of measures to sample test the water supplies and monitor the results as part of the on going estate management are developed.

It is vital for building owners to appreciate the Health and Safety obligations that are imposed upon them under current legislation.
The CDM Regulations
It is a requirement that the Construction (Design and Management) Regulations 1994 place a stringent duty on clients carrying out building or similar work to ensure that the design work, the construction phase and any subsequent maintenance is carried out with due regard to safety.
Health and Safety Plan
Clients are legally obliged to ensure that a Health and Safety Plan complying with the Regulations is prepared at the appropriate stage in the development.
Our Planning Supervision services will:
- fulfil the requirements of the C.D.M. Regulations as to competence in carrying out the duties of Planning Supervisor
- allocate adequate resources to perform the statutory duties and also demonstrate that his has been done
- issue the relevant notification to the Health and Safety Executive
- report on the competence of Designers and on the adequacy of their provisions for Health and Safety; and will ensure continuing co-operation between Designers on Health and Safety matters and establish that their duties are correctly observed
- ensure that a Health and Safety Plan is prepared in compliance with Regulations
- assess the adequacy of Contractors' response to the Health and Safety Plan
- co-ordinate with Designers and Contractors during the construction phase to ensure the development of the Health and Safety Plan.
- compile the Health and Safety File and hand on to the Client at the completion of the construction phase of work.
